Bank correspondence

I would like bank relations to be implemented in order to transfer money from Botswana to Cuba with normal bank charges. Long time ago this is not possible perhaps bank managers will. From South Africa ABSA and FNB have correspondence with the BANDEC in Cuba and people there can freely transfer money to their families. Why not from Botswana, where there are many branches of the FNB?
